This bill would increase fees relating to oil/natural gas drilling to meet other states’ rates, having not risen since 1945. The bill would also appropriate funds for a Department of Environmental and Natural Resources study on the economic, ecological, and social impacts of onshore drilling in North Carolina.

HB 792: Gfeller-Waller Concussion Awareness Act
This bill would develop an athletic concussion safety training program. The program would be used by coaches, school nurses, school athletic directors, volunteers, and students who participate in interscholastic athletic activities in public schools. The program would provide written information detailing the signs and symptoms as well as short-term and long-term effects of concussions and other head injuries. In addition, it would set up a medical return-to-play protocol for postconcussion participation in interscholastic athletic activities. If enacted, the program would begin for the 2011-2012 school year.

HB 422: Federal Rail Money/Report, Consult, Approve
This bill was originally targeted specifically toward hundreds of millions of federal dollars in grant money designated for high-speed rail projects in North Carolina. The original bill would have prevented the state Department of Transportation from appropriating those funds without first getting approval from the General Assembly. The bill has been altered a bit, and in its current form the bill states that if the state’s “matching funds” required for a federal grant, or the state’s burden for maintenance or operation for the project exceeds $5 million, the state’s acceptance of the federal grant is subject to General Assembly approval. This bill would appropriate funds to upgrade security in the General Assembly building such as metal detectors, X-ray scanners, and camera monitoring systems. One million of those dollars would go to a covered bridge spanning the walkway between the Legislative Building and the Legislative Office Building.
