This bill was originally targeted specifically toward hundreds of millions of federal dollars in grant money designated for high-speed rail projects in North Carolina. The original bill would have prevented the state Department of Transportation from appropriating those funds without first getting approval from the General Assembly. The bill has been altered a bit, and in its current form the bill states that if the state’s “matching funds” required for a federal grant, or the state’s burden for maintenance or operation for the project exceeds $5 million, the state’s acceptance of the federal grant is subject to General Assembly approval.
