Charlotte's outerbelt will not open as planned this Friday. The contractor is blaming cold and wet weather. Did anybody tell this guy we just had a year of catastrophic drought and man-made global warming?
A little deeper into the Charlotte Observer piece, we find that the NCDOT hasn't bought all of the land or moved the utilities in order to complete another segment of the highway. The contractor and the NCDOT are currently haggling over who will pay the $94 million in over runs. (Psst, psst- the attorneys for the State always cave in negotiations over bid modifications.)
I'll bet the road would be on time if it were built somewhere else, say for example, Fayetteville or New Bern.
