Three simple steps:
1. Make "guaranteed issue" a federal mandate (translation: force insurers to take people who decide to get insurance only after they get sick — contrary to what 'insurance' means … a tack that has nearly bankrupted states that have it, such as New York and Massachusetts). This will drive the cost of private insurance through the roof. Only the rich and employed will be able to afford it.
2. Offer a subsidized federal alternative – "choice" – to these ungodly expensive plans and wait for Americans who can't afford private plans to jump in.
3. The private insurance industry implodes. All that is left is the government plan, Medicaid and Medicare. 100% government healthcare.
