When control of the different branches of government is divided between the parties, for example Republicans holding the governors office and Democrats controlling the legislature, it is often called gridlock. The parties want different things and have different priorities and it takes time to agree on legislation and budgets.
The North Carolina fiscal year officially began July 1, 2009 and we won’t have a budget until it is by signed the governor this week (reports say). Democrats control the state senate, the state house and the governor’s office yet took over 7 months to come up with a budget that is over 5 weeks past due. Luckily Connecticut and Pennsylvania exist so we were not the last state to get our budget act together.
That is not gridlock that is incompetence!
